The Freight Transit Study provides a detailed look at freight activity in Gateway85 CID, with a focus on the area south of Jimmy Carter Boulevard and west of I-85 — designated a freight-intensive cluster by the Atlanta Regional Commission (ARC). The study examined freight movement, infrastructure needs and workforce-related challenges such as transit access and last-mile connectivity for employees.
The project was funded by the ARC, Gwinnett County Department of Transportation and Gateway85 CID. Cambridge Systematics was hired as the lead project consultant. Stakeholder input played a key role, with participation from business owners, local governments and the broader community.
Phase I
Gateway85 completed and adopted its Freight Study final documents, identifying more than 200 potential projects — including intersection improvements, pedestrian upgrades and roadway operational enhancements. On March 16, 2021, Gateway85 announced plans to invest $500,000 to begin implementing key recommendations from the study aimed at improving infrastructure and mobility within the district. View the executive summary here.
Phase II
In 2024, Gateway85 CID received more than $250,000 through ARC’s Freight Cluster Plan Program to advance Phase II. This next phase represents the first-ever freight-focused partnership between Gwinnett and DeKalb counties, tackling freight movement challenges across county lines.
Phase II will focus on:
- Improving freight flow along major corridors like Jimmy Carter Boulevard, Peachtree Industrial Boulevard and Beaver Ruin Road
- Exploring sustainable fuel options and clean energy strategies
- Enhancing transportation access for freight-industry workers
- Reducing environmental impacts in surrounding residential communities
Gateway85 will manage the project and procure a consultant team in 2025, with ARC providing technical assistance.

Phase II will deliver a roadmap for smarter, safer and greener freight operations — strengthening the district’s infrastructure and supporting the workforce that powers it.
